If you can't, don't bother the developers, but other communities where the older versions are accepted or even kind of supported (like mame2003-plus). If you can, always run the newest version. If you want upgrade to the newest one, it introduces a few additional steps. Maybe you don't want to keep up with the always breaking changes. They easily take hundreds of GBytes, compared to the more compact older versions. Another could be not to want dealing with the full romsets and all supporting data (images) of newer versions.
